Web shadow activation

This opens the designated pilot’s web guest route. It stays open across a shadow/autopilot change: in shadow, routine guest messages create drafts for host review; in autopilot, routine cited replies send automatically. Engaging a kill switch closes the route, and reopening it needs an explicit re-activation here. Emergency guidance remains available through the safety path.
